Leash Training

Is it an absurd idea for me to even think about training a small breed dog? I live in a big city and my apartment manager only allows for small dogs but I have to have a dog that will be walked on a leash. I have been looking at teacup poodles for sale and while they are so cute and would be perfect for my apartment I am afraid it will not be happy in such a small living arrangement. I would love to have a dog walker come daily and walk it but it has to be leashed trained and I am worried it is too small for that.

My neighbor recently started corresponding with a gentleman offering dogs for sale. While he boasted that they were quality dogs I am afraid that she might have bought a dog from a dog mill because shortly after getting it home, it had a lot of medical problems. I have been looking for teacup poodles for sale but I am absolutely horrified that I could end up purchasing from a supplier that harms animals. How do I find quality breeds from quality people? I only have enough money for a great dog, not enough money to inspect each seller before buying.
